Not sure what you mena by "right one" as the link you provided was for the SDK i.e. the version you need if you want to write software that uses DX9.0c features. It include the runtime redistributable, this is also included in the the first link.
The first link is for the version that would be included on a CD if you where to sell a program that required DX9.0c or if you simply wanted to porvide the latest DX version.
It runs pretty good. I got a few fps increase from the update. No stability problems and I have been running it for a while now on 2 different machines. I say go for it!
