Creating Quick Launch error in XP Pro.

When I try to create the quick launch bar in XP (by right clicking start menu, going to "toolbars" and selecting "Quick Launch"), it gets the following error:
Its the standard warning box with the classic red circle and white "X". The name is Toolbar and the message says "Cannot create toolbar." I of course can click the "x" on the top right or select ok.

I can create every other toolbar and I am just completely stumped as why it does it...Can someone please help?

Are you running a pirated copy of windows XP?
