is there any safe way to underclock the cpu to save more battery power? besides the built in bios throttling...

No...

Some people have used powerstrip but it isnt really effective if you're looking to gain battery life.

OK...but what is the general method used for underclocking processors? I'd love to know this info!

In desktops at least, underclocking can be done through the BIOS usually. You can check your motherboard manual to see if your BIOS supports it.
