No, power managment controls head parking, unloading, etc. (see http://www.almaden.ibm.com/almaden/pbwhitepaper.pdf
Accoustic managment just controls actuator seek noise by changing seek patterns to minimize noise.
Hitachi drives use A.B.L.E. for power managment: http://www.hitachigst.com/hdd/library/able.htm
And, it should support the following modes in an intelligent, adaptive fashion:
Active Idle (available at Travelstar drives only)
Low Power Idle
Unfortunately, Hitachi Feature Tool only allows me to select the bottom three (this is probably a limitation of the drive's firmware). Performance Idle cannot be forced, and power managment cannot be turned off. Therefore, there is head parking/unparking noise before and after each access. It's not really loud, but it is annoying when the rest of your laptop is ~99% quiet. This is really dumb design, because when I am running off of an outlet sitting in one place, I don't really care about power savings or drive protection.
