change the mac address of the router (if you have one) or just unplug it for maybe 10 min and then plug the modem back in

Based on my experience with Optimum Online, they generally give each line the same IP for at least 5 months. So even if you unplug your modem for long periods of time, you will still get the same IP. In all pragmatic senses, you are assigned a static IP. That's only with optonline, though. Not sure about other ISPs.

Your router--if you have one--not your cable modem, uses DHCP to assign internal IP addresses, if DHCP is enabled on the router.

The ipconfig /release and ipconfig /renew commands only affect the specified internal IP adapter. The syntax is:

ipconfig /release *Con*

where *Con* would be something like "Local Area Connection".

You cannot affect your external IP address with a cable modem account, even if you use your router's Release and Renew features, which disconnects you from, and reconnects you to your ISP, respectively.

you might call your isp up and say you want a new ip. they will probably laugh and say no but its worth a shot. why do you want a new ip anyways? perhaps you got banned from someone's game server? unless you are a spammer or something, maybe just telling them why would help out. they will probably ask why anyways because most customers aren't going to randomly call up asking for a new ip! hope you figure it out!
