Display problem

My nephew has adjusted his laptop so you cannot see most windows in full view. When I try to adjust display properties in the control panel, the bottom part of the window (OK, CANCEL, APPLY) can not be viewed, so I can't apply the changes. I hid the taskbar, but still cannot "apply" changes. There is no way to shrink the window, as it is a fixed size and cannot be adjusted. I have no idea how or why he made these changes, but I need HELP Anybody have any Ideas???
