Of course, you're still only going to be able to go as fast as your car will travel.
PCI-Express isn't going to make GPUs instantly faster. It offers more expansion for the future, for when new GPUs need that extra bandwidth. The main reason people are looking forward to it in notebooks is because the focus as finally been put onto making new notebooks use a modular graphics card, which means it should be more upgradeable.
That said, there are only speculation and rumors out now about what the new GPUs will be capable of, but if you have an upgradeable PCI-Express notebook which is made by an ODM who will be putting out upgrades, you'll be able to find out how fast those new GPUs are when they come out.
If you actually NEED a notebook now, get it. If you don't, I'd say wait until you find something better.
