The drivers are part of windows. In order to get USB 2.0 you have to have service pack 1 installed. Otherwise, you will only get USB 1.1 speeds.
After installing SP1, go to Control Panel>System>Hardware tab>Device manager. Look in the Universal Serial Bus Controllers tab. Right click and select uninstall on all of the Universal Host Controls and the Enhanced Controller. Delete any thing else under the Universal Serial Bus Controllers tab. Disconnect everything from the USB ports and reboot. Assuming you have SP1 and your USB ports are working, it will find them on the reboot. That is all you should need to do.
