help with some problems

I have an i8600 on which I'm having some problems. They are probably not hardware related and most likely deal with the operating system, but I thought I'd ask for help here. Please redirect me if this is not okay.

Anyways, I can't access the user accounts or add/remove programs on the control panel anymore. Add/remove programs can't be found, and I get an error message saying, "Windows cannot open the user accounts panel". Also, I can't run Disk Clean-up. Doubleclick the icon and nothing happens. Another odd tidbit: everything is in classic view, and not "XP-ish." I don't know if that is relevent.... My internet browser is very unstable. It crashes quite often, causing the laptop to lock-up.

I have Windows XP w/ Service Pack 2, however these problems started occuring several weeks after install Service Pack 2.

sould like you have a combination of spyware and viruses, or the SP2 install went south, which isn't a suprise. I would run a virus scan and download spybot search and destroy to check for spyware, that should help you out some
