BIOS' 50% Throttle

I'm having trouble getting my 50% throttle working in my BIOS of my 5600D.... It is enabled but i monitor with speedswitch xp and CrystalCPUID and i see no changes in cpu clock rate or multiplier number

Max Battery setting in power options maybe..?
