Does a dead pixel cause the immediate area around it to be lighter in color? Especially visible on white backgrounds?

I think i have one on my new computer but i want to make sure that it isnt anything bigger than that. The white are as like .5 cm across (maybe less)


I there is a little black dot (pixel) at the center but i just want to be sure.
