What is that 3.5GB FAT32 partition on my drive?

So my 60GB drive is only 53GB so I decided to find out why and saw there is some random partition on it. Actually there are 3. One small FAT one, the C: drive, and a 3.5GB thats 33% empty and FAT32.....what is that and what's on it?

One is probably the Dell system software partition.
