I have decided to install gentoo on my gateway 7405 (AMD64 3200+, 512MB RAM, Radeon 9600, 15.4" UltraBright WSXGA screen) and was wondering if anyone had any suggestions on which cflags and USE variables I should use. I was also wondering if I should use the 'emachines' kernel, because my computer uses the same mobo or, should I use the standard 2.6.whatever kernel. Any advice is greatly appreciated.

cflags should be march=k8, but that only works if you installed 64-bit. Otherwise, just stick to march=athlon-xp or i686. Unless you really want to tweak your system, the cflags that they give you is sensible and useful; the march statement is about the only thing you have to touch.
USE tags should contain what you need the computer for. If you're running a server, obviously apache, cups, ssl, mysql, php, etc etc should be in the USE. If you're running desktop, X, KDE, qt, gnome, gtk, freetype, cups, samba, etc etc should be in your USE. Again, the USE vars really depends on what you want to use your computer for, so adjust accordingly.
