Whoever you bought your laptop from.

Mellonman's right, whoever you bought your laptop from. If you didn't buy it from Sager, then calling Sager is an option after you've tried your reseller. I assume that since you put PCTorque in your list of options, you did buy it from PCTorque. Recently, I've had to call both. PCTorque's techsupport was great. I won't say who I spoke with 'cause I'm not sure if I can, but he was very polite and helpful... and what I liked best was his ability to assess my level of computer literacy. (I've worked for techsupport before and understand how difficult it is considering the range of personalities and levels of computer literacy one has to deal with, but it drives me nuts to speak to techsupport who, after I've established that I do, in fact, know that turning the monitor off does not turn the CPU off, treat me like I'm at that level anyhow.)

Anyway, Sager came to the same conclusion that PCTorque did in my (one) experience, so neither of them were superior to the other. Not sure if your question is because you want the one that might be able to fix the problem fastest, or if you want to know who you SHOULD call first.

Good luck.

I first search these forums, because I'm that kind of guy. THEN I will call Sager. Not because I don't want to call PCT, but I leave PCT there if I don't get anywhere with Sager (PCT as my backup).

For less geeky computer users, I would strongly recommend PCT FIRST, then forums/Sager. Different strokes for different folks, you know? PCT is great to have on your side if things start going downhill.

My troubles don't often get too far down that hill for me, as my profession IRL specializes in stopping and preventing problems and issues from getting worse, LOL...
