Well, it says you have to call dibs. He's been taken to court, see? So you won't get any money unless you sign in as one of the claimants against him. You might want to call the courthouse (there's a good chance someone speaks English there), see if you can send in an affidavit or something. I doubt that you have to go to Romania.

First thing I'd do is gather whatever evidence you have of your transaction. Western Union receipts (dunno how Western Union works exactly, never used 'em...), emails and whatever else might be relevant. Considering the money we're talking about (1700$) I don't think it's worth getting a lawyer...but talking to one would be good. If you're at University, the law school there probably has a legal aid department to train its law students. Thats free advice right there. You don't have to be a student to access them btw, at least not at the universities I studied at. If you're lucky you can give everything to some student who'll think its cool to have to look at Romanian civil laws and the law student will do everything for you.
