No, the servers are down. They are working on the problem, but this has me REALLY worried.. This has been happening a lot, and should NOT be happening this close to the 23rd (release day).
Quoted from Blizzard's website:
"Will there be a monthly fee to play the game?
Yes. When you purchase World of Warcraft, you will get a one-month free trial subscription to the game. At the end of that month, you will have to choose from three subscription plans to continue playing the game: a month-to-month package at $14.99 per month, a three-month plan at $13.99 per month, or a six-month plan at $12.99 per month."

You guys should check out Guild Wars (www.guildwars.com). It's a lot like WOW but without the endless grind and NO MONTHLY FEE!

The improvements they made after the first stress test has me confident WoW will have one of the best MMORPG launches.

from what i've heard, the recent lag is actually database debugging going on. If you notice, the lag mainly occurs when you loot an item not already in your bags, or one that has to create a new stack. it's the db interaction that is spiking to badly.
And from some of the conversations I've seen, this appears to be intentional as Blizz is collecting all the debug data they can to isolate the issue.
And they must be finding something with the way they've been taking entire regions of servers down today for updates

there is nothing to worry about, Blizz is purposefully stressing all of the servers. They're doing everything possible to make sure the game runs absolutely lag free from the 23rd on. the servers at retail will only have half the population of the OB servers and they're top-of-the-line equipment too. I've been laughing at the people who think WoW will be unplayable at release, they obviously have been paying any attention to what Blizzard has been doing or saying.
