Booting from USB Hard Drive with 9860

I've spent hours trying to make this work. I made the USB HDD as the first Boot Devive and the CD as the second. The USB Hard Drives do not need the Promise Drivers but I did try it with and without them. I was trying to install WinXP on them but when Windows Setup Boots the first time I get the STOP 0x7B - Inaccessible Boot Device. I tried it on a 9mm Drive Enclosure and a 3.5in Drive Enclusure. Both HDD's got the same error.

Thanks for trying to help. I have feeling it will not work with NTFS and might only work for DOS or Linux booting.

I've read enough already that it is quite clear that getting a USB Hard Drive to Boot WinXP/Win2K with NTFS is nearly impossible so I'm giving up on the idea for now until someone finds and easy solution.
