What time of year do you generaly get the best deal from dell? before or after christmas (e.g.january sales)

The deals will vary, it is hard to say.... and I see you are in the UK as well, deals will be vastly different there than in the US or Australia for example in terms of what is offered and timing. I suggest you just keep your eyes open and pounce when you see one that interests you.

Worldwide, Dell usually has extremely good deals during the end of the 1, 2, and 3rd financial quarters. Usually no deals after the 4th quarter because projected sales are usually met during the Holiday shopping time.

There are deals and then there are "I should have bought it when" deals such as the $750 coupon. But even this coupon was not as good as the 30% off for some buyers.

Having bought a i9100 for myself and recently two desktops for friends, here are my findings (they are similiar to other's findings);
1. Dell always has a deal that was 98% the same as last week. It's only a few components that are different (speed instead of storage, memory instead of speed, etc.) You price differences in spec'ing the same pc from week to week might vary by $50-$75.
2. Once you spec out a system with the best dell shop price (which includes their current % saving for that week), check out the coupon codes. I did that recently and saved an additional 5%. I've heard Dell is cutting back on stackable coupons, though.
3. The really good deals either involve a larger % or $ off. However, these deals might be "great" because they throw in a free 17" LCD upgrade and/or all-in-one printer. The 720 printer doesn't count as a good deal. You can try to time these or just check www.edealinfo.com for the current dell deals.
