I think you can do that with the 9860 by using the svideo-in port providing you get the tv card. Not sure what kind of resolution you'll get doing it that way, but could be okay for hooking up a PS2 or that type of thing.
If you're running Linux then you have a bunch of good options. You can setup the Xwindows server on the laptop to show what's running on the desktop (providing both are running Linux, no too sure about Windows for this.)
Keyboard-wise, you can open a shell, ssh into the desktop and have full control of it from the laptop and the laptop's keyboard. Again, not sure about windows, but on a Linux box the distinction between machines fades rapidly when the machines are networked.
For example, in the past I've controlled many Solaris and Linux machines from this old Pentium II, 366 Celeron I'm typing on at the moment. The other machines do all the processing, but display on the laptop -- power!

I suspect you'll not have the same power and flexibility on a windows box but I could be wrong, I'm not very knowledgeable about Windows.
