Inspiron 9200 Beeping charger

WTF??? I've just connected my charger to the outlet and the green light didn't turned on. Instead, I've heard a beeping noise. Very very low but still noticeable. In the meantime, the notebook didn't charge.

Ever happened something like this???

Check if it charges the batery, if it heats too much, or if something smell funny, because maybe a component have a mal function.

Either a bad charger or wiring fault such as improper grounding seem most likely to me.
