The floppy-based 700m BIOS flash is still avail from Dell's ftp site. If you have no floppy on the 700m just add the required DOS files from another computer w/floppy to the bootable USB linked below in order to flash the 700m via USB drive.

Flashing your BIOS inside of Windows is the same as playing Russian roulette with your notebook since the flash is more prone to failure rendering your computer useless. The much preferred method is to flash outside of Windows in DOS.
