Not true. While RAM is usuallythe best upgrade where gaming performance is concerned, A faster HD also significantly improves performance during newer games where you have to make heavy use of the swap file. More RAM will reduce the swap file usage, which should help the most. A faster HD improves much more than simply load times though. Windows makes very heavy use of the swap file. It is better at managing memory than previous versions of Windows, but still uses the swap file entirely too much.
General rule, if you are going to be utilizing the extra memory (in situations such as gaming), the RAM is the best choice. If you will not often utilize the extra RAM (General usage, web browsing, most Office work), the HD is the best choice for improving overall system speed.
To make a long ramble short, RAM would be best for your intended use.
