No, the Mobility Radeon X700 is better in every respect compared to the Mobility Radeon 9800 just compare the results from these two reviews:

One example just for direct comparison:





The main difference, performance wise, can be explained by the 6 vertex pipelines on the Mobility Radeon X700 compared to only 4 vertex pipelines on the Mobility Radeon 9800. They both got 8 pixel pipelines and uses GDDR3 memory.
