Processor: 3.06GHZ P4 533 FSB
Video: Radeon 9000 128MB DDR
RAM: 1024MB (2 DIMMs)
Main Hard Drive: 40GB 5400RPM
Bay 1 Media Drive: 8X DVD/24X10X24 CDRW Combo Drive
Bay 2 Hard Drive: 40GB 5400rpm with bracket
Bay 3 TV Tuner/Hard Drive: NTSC TV Tuner and Remote
Modem: 56K V.90
Network Card: 10/100 NIC
Operating System: Windows XP Professional
Floppy Drive: 3.5" Floppy Drive

I recently install the directx 9 update and the .net framework. I am not sure if this is the cause of my problem or not. Ever since the update I will get an occasional flicker. On occasion the flicker will be so bad that nothing can be viewed. I can move the mouse and get the flicker to slow and sometimes stop. This flickering occurs from a cold boot so the problem does not appear to be from heat. Please help.

There are some DX9 uninstallers mentioned in this thread. There isn't any "official" uninstaller. Also try to uninstall .Net, though your problem sounds graphics related. You might want to upgrade your graphics drives. Surf for posts on ATI CAT drivers. Good luck!
