That's a very fine question. I had an IM session with a sales support guy where he said it did. However, as noted on Dell the description only sites it as not a non-glare display:
Also from the PC Mag Review:
So I'm thinking we should not be expecting a glossy screen like those that are in fact glossy, like the Sony, Toshiba, Sager and HP glossy screens.
These pictures from
ExtremeTech's reviews don't look particulary glossy to me, they are rather semi-gloss or low lustre but decidedly not matte or flat (anti-glare).
I don't think anyone is going to be particularly impressed by the Dell screen. But there probably won't be raging complaints as with the screens used in the short lived 9200 series (and BTW, have you seen how many of those are in the Outlet? And the prices, not too low if you ask me, about the same price as the 9300.)

Now take a look at these consumer pictures of a 9860/EX7 with a glossy screen. There's a huge difference:

I know some of you are saying, "hey, the glare is bad, reflection", but I have been using this type of screen for nearly a year now, and let me tell you everything is better, movies, games and general computing. Everything is clearer and brighter. You do have to position yourself away from bright lights coming from behind, but seriously, if you have that with a non-glare screen, it's not really any more viewable either. Anyway, as I am a member of the iXPS2 order waiting club, I hope the Dell screen is not too sucky.
