Can this be normal? Please help!

After playing some SimCity 4 on my new i6000, I noticed it was moving extremely slow, even doing something as simple as right clicking on the My Computer icon to view the system properties. I thought I'd better look at the task manager. Check THIS out:

This is with NOTHING but the task manager open. Is this normal??? Also, even with NO programs open the task manager it says that 312MB of memory are being used, and the CPU usage is at 100%. What the heck? With nothing open?

Please help...

Hey.... I just noticed where all the system performance was being drained. The SimCity4.exe was taking 99% of the system resources even AFTER I had quit playing. I just manually shut down that process and things appear to have returned to normal, performance wise. However, there are still something like 50 processes running.

Well I had quit the game but the exe file was still running I guess. Why would this be? I also noticed that when I quit the game I was unable to eject the CD. I actually had to go in to My Computer, right click on the drive and select Eject. The keyboard shortcut and the button the drive itself would not eject it. WTF??
