It simply won't pass TX and RX signals correctly, nor will the driver be able to properly check voltage on the wire to see if it's safe to put a packet on the wire.

Using the appropriate settings widget in Windows, I'd imagine. Since I primarily work with large-scale Unices, I don't know it off the top of my head. but if you open your "network connections" folder, click on the one for your interface, click properties, highlight TCP/IP settings, and then select properties, it should get you to a screen where you can change them.
make sure you dont have any software firewalls on ANY of the pcs. (which is why you may not be able to ping). also, make sure the winxp box doesnt have the little firewall (built in) running either.
