I believe he is using the Vista R2 Blizz Theme for WindowBlinds


Which looks like it might be a modified copy of iy!n vista theme

It was updated in November by KoL to include the new styles and is still available via my WinCustomize Browser. The URL which the browser provides is

But it does not seem to work outside of the WinCustomize Browser. Sorry. Maybe it only appears on mine becasue I already downloaded it...

I'd also like to respect KoL's "no redistribution" policy on the Theme, so would kindly suggest you contact him through WinCustomize to see if there is a new / alternative version. He is listed on the site as one of the most popular authors on the navigation pane for WindowBlinds, and the URL for him (which does work!) is below...

Today's.....

The program that gives me a bar across the top with icons is called ObjectDock. The program I am using to change the look of Windows is called WindowBlinds. Both programs can be found HERE. There are large galleries there for both programs. The program I use to show a clock, calendar, and weather is called Yahoo Widget Engine and can be found HERE. There is a large gallery there with lots of other neat things to put on the desktop too. Hope this helps. Let me know if you have any other questions.
