Dual-Monitor Capabilities determined by...?

I know that [just about] every laptop has an external VGA port through which you can connect an external monitor and run either mirrored screens or extended desktop.

My question is: what aspect of the video card does the external monitor capabilities of resolution and refresh rate (other than the monitor's limitations) depend on? VRAM? Speed of GPU? Speed of VRAM? Shared or Dedicated VRAM? Something else??

For example, would an Intel Extreme graphics or ATi IGP be able to output SXGA+ (1400 x 1050) on the laptop LCD and at the same time run SXGA (1280 x 1024) x 16 bit @ 85Hz on an external CRT?

I think it's determined by the GPU itself. I don't think any memory would have anything to do with it.. Probably the power of the GPU itself.. how much data it can process.
