Hey I am really new to pc gaming so Im a bit of a noob. I have the xps2 when playing Half life 2 (everything turned up) sometimes it seems a little choppy is this normal?

Try going to this site www.laptopvideo2go.com and download the 76.50 drivers and the modded inf, it would also help to do a clean install and get rid of all the rubbish that dell have installed but that is up to you, also i assume that you are running at the highest resolution(1920 by 1440) so try turning the resolution down a bit.

cs:s runs @ 60+ fps in 1920x1200, high everything, reflect all, 4x aa, 8x af, no vsync and fps_max 65 on my xps2... at least in the vst. in game, i've seen it dip into the mid 40s. i would expect hl2 to be able to run @ the same level.

Game that are cpu intensive? Naw, not even close to how RAM intensive they are.
I bet you 10 bucks he has only 512 Ram. Upgrade to 1 gig and poof, the problem is gone. Writing to the pagefile because you're loading tons of high quality textures means that you will have stuttering, no matter how fast your CPU or GPU are.
