I had the 9860 with a 3.4 650 (64-Bit Chip) My temps were 36C - 39C Web Browsing and 52C-53C playing World of Warcraft for hours. I have managed to lower my Web browsing temps to 32C-35C using RMCLOCK Utility. This utility is free and enables Intel's throttling / power management features. Putting the utility on Automatic It throttled my CPU down to remain cool while doing light tasks and did not lower my 3dMark score.
It makes sense to throttle down your cpu when your are doing light tasks instead of having it maxed out all the time.
