Just buy a couple of socket converters, much cheaper than the cable. I assume you have a US adapter, get a US-> UK and a US-> Euro converter. You can find them at any department store, hardware store, etc... and at the airport they will definately have some if you are travelling!

I have a UK/US one for my i9200, works great here (I've got a US lappy). You should be able to get one at most electronics stores.

you do not need a converter, the power supply is multivoltage. just go buy an adapter plug at radio shack or any travel store. THere are all in one kinds where you flip out the plug you need which is handy if you travel alot to different areas. If you are just going to UK, then just buy that plug. You can get a kit of plugs from any travel store or radio shack. Again, you do not need a converter or power transformer.

on the topic of converter/transformers, the small one that you get in the kit is only for high voltage items like a blow dryer. they don't work that well and do not work with lower voltage items. you need a normal transfomer if your electronic devices are only 100/110v. But again since laptop power supplies are multi-voltage, you don't need a converter/transformer. if you want to check, just take a look at the electrical data printed on it and if you see 100-240v you are good to go. if you see only 100 or 110v then you need a transformer as well.

i suspect you would have to buy the cord from dell UK or try and find a power supply with UK plug and the right voltage for your laptop. getting the adapter is just easier and much cheaper.
