Best time is to wait for the coupon deals. In May, $2700 got me this:

XPS-Gen2 Pentium M 770 (2.13GHz/533MHz FSB)
17in True Life Wide Screen UXGA
2GB DDR2 533MHz 2 Dimm
256MB NVIDIA GeForce Go 6800 Ultra
100GB 72K Ultra ATA Hard Drive
Integrated 1Gb Network Card and Modem
8X DVD+/-RW Drive
Intel PRO/Wireless 2200 Internal Wireless (802.11 b/g,54Mbps)
Internal Dell Wirless 350 Bluetooth
80 WHr 9-cell Lithium Ion Primary Battery
80 WHr 9-cell Lithium Ion Additional Battery
3 Year Complete Warranty (Including Accidental Care)
Logitech MX 518 Optical Mouse

Unbeatable price...hands down.

Yeah that is a great price! I cant remember all of the extras I got, but I only oredered the standard hard drive and memory knowing that i can upgrade them myself really cheap. I did buy extra batteries, a wireless card, a wireless hub with a firewall, a logitec mx 100 mouse, a small travel mouse, a backpack, and Microsoft Office ($300). I think the total bill came to about 3300, and they took 15% off the top and added free shipping... So I dont think I dod too badly. Im hoping that with a couple hundy more, I'll have it up to your specs.
