Pentium M downclocking :-(

How do I make my pentium M not downclock itself? It's really annoying how it decides to downclock when I am not doing anything CPU intensive.
I leave Dell Quickset on Maximum Performance.

If its doing it while not using CPU intensive things then how do you know its happening?

Change your setting in control panel power options to Always On.

Argh...it's still doing it :-(

Like, why does it matter to you if the CPU is not running full speed when it is not being utilised? If you really must burn at full CPU speed all the time, run a utility like RMClock or Centrino Hardware Control, and set it to max performance.

...the i9300 doesn't ever get loud, I'm not worried about poor battery life when I have it hooked up.

let it downclock, there is no harm in letting it downclock itself. Do you feel any less of a man by having your P-M downclock itself when you aren't doing anything.
