CPU Speed.

Can anyone answer what is a probably a simple question.

Why does the CPU speed vary when looking at the properties of "My Computer"

Mine is currently saying Intel Pentium M Processor 1400mhz running at 585Mhz.

I have seen this number vary from 400ish to over 1Ghz ... Is there a way to force it to run at the fastest speeds & what determines what speed the CPU runs at?

If Speedstep enabled, mine showing Intel Pentium (r) Pentium (r) M 2.00GHz at 600MHz.
If Speedstep disabled it's always showing 2.00GHz at 2000MHz.
