I dont know anywhere where you can get an exact history, but I remember DX5 coming out in 98, and the first red alert for windows 95 I think shipped with DX3. I'd expect DX10 to be maybe 9 months to a year off yet, directx 9 still isnt really mainstream.
I wouldnt expect to play any DX10 games with a 9600, it isnt DX10 compatable since there isnt a DX10 to be compatable with yet, but as DX9 games like HL2 will already push the 9600 to its limits, the next generation after that will most likely render the card obsolete, the exeption being at the lower end of the scale, like RTSs.
The 9600 will in all likelyhood play these games, bear in mind you dont need a card built for the latest version of directx to play the latest games, but you wont get hardware acceleration for these features, and they'll either run CPU emulated (slowly) or those features wont get run at all.
