Well, 7 years ago, they didn't have the biometric passports. That's why it's $135 now. The Canadian one, for example, is only $85, I think, because it doesn't have the biometric chip... yet.
I don't think there's much of a lineup at the German Embassy here in Toronto. There can't be THAT many people wanting a German passport at the same time!

But, yeah, when I got my last Canadian one, I avoided the lineups and went to the post office, of all places. They had a person you could sit down with who would do all the work. It was an extra $10 or $20 I think, but it was certified and you got your passport quicker.
