Laptop S Video Out (PAL) to NTSF Monitor??

I'm using the Uniwill 259IA laptop and tried hooking it up to the TV, but the picture is in grayscale/black and white and flashes downwards. I noticed that inside the Display settings the output it PAL. So i tried plugging in my friend's laptop and it works and her laptop s video output is NTSF.. Is there a way to convert or change my laptop PAL to output in NTSF?

My ATI 9600 has that option in it's screen properties pages. What chip is UniWill?

The uniwill uses the 256mb ATi9700 pro

Don't you mean NTSC? It's not NTSF, but it's NTSC!

This is from a modded Catalyst driver. Actual mileage may vary, depending on the installed driver...
