First of all, close all programs you have running in the background before running source. Secondly, go to broadbandreports.com and do ping tests and bandwidth tests. You could just have a packet loss, and this could be due to any number of things, such as poor line quality.
Also, don't install anything unnecessary after a format. Just get all the drivers for everything, and make sure that you're updated on it. Ask some CS vets what your CS update rate should be set to, they can generally help you.
Switch to a lot of servers.... you may be playing on a P-III with 256 megs of Ram that's trying to host a Source game... not gonna cut it.
Download Fangui and check your GPU temperature. You might have a heat sink out of whack that's causing your ultra to overheat and go into self-preservation mode.
Just a few suggestions....
One last thing, and I've done this myself before. Make sure your Dell quickset is changed to "Maximum Performance." If you're in battery saving mode, you'd definitely notice this kind of thing.
