Unless you find a T7xxx class cpu for VERY cheap, you won't gain a lot from a CPU upgrade over your T2xx series.. Benchies show that they're about 10-15% faster.
If you're into gaming, like TT said a 7900/7950GTX (or the FX 2500M / 3500M) is definitely a worthy investment.

Is there a FAQ on installing laptop CPUs? I've only messed with desktop CPU installs. I don't undersatnd the thermal pasting issue; why is it necessary? A fan won't cut it? The 7950GTX/FX3500 just slips in?

CPU's and memory cards generate a lot of heat. In fact, if you were to place your thumb on your CPU core and then turn on your laptop, it would almost immediately burn the hell out of you. The thermal paste just helps to fill the small imperfections in the core and the heat sink so that the maximum amount of heat is transfered. There is a fan involved. It moves air across the heat sink that is connected to your CPU or GPU. There is a FAQ with pictures on the Dell website. Yes, both of those cards will fit in your laptop, but you've got to break that small piece of the case I told you about earlier.

Hi TT, perhaps you should mention that unlocking 79xx GPUs allows software overclocking with drivers 169.04 and below. 169.09 and newer don't require unlocking the GPU bios for software o/c.

Is the 7950 GTX worth getting if I have a 7900 go GS? Is it a lot better? I tried looking for the FX3500 and all I saw were 256MB cards. I've only seen the 7950 GTX with 512MB.

What about the processor? Is the Dual Core 2 that much better than the Dual Core (or Core Duo)? Is it worth getting?

And if so to both, which would be the best one to get at the moment according to my comp specs in my sig?

If you ask about a GPU upgrade, I assume you're a gamer.
So yes the 7950GTX is worth it. It's got the headroom for running at higher resolutions (1440x900 in your case).
A CPU upgrade won't yield this much of performance gain over your 2400. I compared Crysis benchmarks with a user running a system mostly the same as mine, except he had a T2400 as compared to my T7400, and we only had a couple FPS difference.
However, I would consider getting a 7200rpm HD. This makes a huge difference.

1. GPU
2. HDD
3. CPU
