New 5690 but fans run all the time

I have read several posts about temps getting high but my 5690 has the fans running on low all the time. It seems to be fairly noisey and I just wanted to know if this is normal. Tech support thought no but I really don't want to send it back if I don't have to. Any help?

I took apart my 5660 to fix a problem. I then changed out the "tape" they use to attach the heatsink to the P4 chip and replaced it with silicon goo. Runs a lot less hot now and uses the fans less.
